Yes. osmo-bsc doesn't know the subscriber's IMSI most of the time: the L3 containing it mostly passes through. There is a message to officially tell osmo-bsc the IMSI (Common Id) but so far we are not sending it from osmo-msc... https://osmocom.org/issues/2969 ~N
