Them are scripts for the users, not called by CGIs. Them should go to
bin/ dir.

I mostly agree. But let me know why the usage of the ext/ for the ra and
pub dirs (etc/openca/ca/ vs etc/openca/ext/ra) ?
Actually the ocspd could be stripped off the distribution and become an
independent project (within the openca labs, anyway). What do you think
about this ?
