1. our current plans for the default layout are to put everything under
  /usr/local/openca(-version)/.
  if an admin choses to put anything under /var it is their conscious
  (hopefully :-) decision.

2. if a real database is going to be used, it is up to the admin to
  configure it in a way so that the database is able to hold data.

3. /var is used just for log files and spool dirs, so it is ready to
  have large amounts of data (/var/mail, /var/news), YMMV.

4. compared to other databases, i expect a CA database to be rather
  small.
  even my postgres database that holds some five years of data for some
  1000 customers with several accounting records each month was smaller
  than my news history file (30 vs. 40 MB).
  10 MB should be good for more than 1000 certificates.
  can you buy anything smaller than a 9 GB disk today?

5. putting it anywhere else can also be matched by an admin's odd
  partitioning decision.
