I don't try it but only the initialization could be faster (ca or
RAServer or pki) because the commands (which are included via require)
cannot be precompiled.

mod_perl runs all scripts in mode "strict" so if you try it please
report the problems which you have. The classes should be no problem but
the ca, RAServer, pki, commands and libraries should have several
problems.
