I added some new states because of some trouble with our PKI. CSRs can now have the following states:
- NEW and RENEW (not handled by any operator) - PENDING (not approved but already edited by an operator) - SIGNED (approved by one operator but needed additional approval) - APPROVED - ARCHIVED - DELETED
CRRs can have the states NEW and SIGNED too but RENEW is still not supported for CRRs. NEW signals now any operator that this request is not be handled by any other operator. SIGNED can be used to implement such things like dual control.
I also changed menu.xml a little bit but I think it is still not the best in usability.
