I have some good news too. I build Debian packages on a woody i386 with OpenSSL 0.9.7 from unstable. I modified some small things in debian/ (this includes the activation of Makefile.devel). I changed some things in Makefile.devel again because the GNU make from Debian (3.79.1) has another behaviour than the one from SuSE (3.80) if I use the variable MAKEFILES.

I published debian.tar.gz with the debian directory and a fresh snapshot (20040109) at my private ftp area at OpenCA. I used both files for the successful Debian packaging with "dpkg-buildpackage -rfakeroot -d". -d was used because I don't want to damage my installation too much with unstable stuff.
