First read the file I18N. After this we can start answering your questions. The file document the most important steps to give you an overview. The RC3 is the translation base.
If you have an overview which files must be translated then it is much easier for you to know what is the best starting point. Some people start with the javascript and mails. Others start with openca.pot.
