since i had the problem already to:
mailcounter at 5 and the new certs started with serials like
11 or something, then the current implementation just didn't detect new mails and does nothing... since it cant find number 6 and so on...

here the text, i also added to the bug discussion:
a quite simple possible solution could use a timestemp instead of the serial numbers, like now
so - there gets the time saved, when the last mails got send, either automatic or manual. so if new mails recieved from a higher level we save them and they get an actual timestamp
if we have automatic mailsending enabled - we just look which files have a newer time then the saved and send them, regardless of there serial numbers
the same for manual starting the send-process of new mails
i'll discuss this at the dev-list and see what the other developers think about
