The OpenCA guide describes what you have to do for DC style support. If this does not work then it is a bug in the documentation and must be fixed.
Generally I think etc/seervers/*.conf and etc/openssl/openssl/*.conf must be fixed (req and policy sections). Your files look good. So can you give us more details about your problem? Some errormessages or a description of the erroneous stuff would help. We cannot fix things which we don't know ;)
