You can use debian branch from cvs to build debian packages for OpenCA, they are still betas/experimental/etc/etc, however they're confirmed to work in a few environments, with Debian 3.1 or later (sid/experimental etc.). Let me know, if You need further instructions on building debian packages from cvs. We're currently in process of creating some debian repository, for them, so there's a chance You'll be able to download it soon via "normal" debian way..

The message You're receiving, states that You didn't start / started unsuccessfully OpenCA server, which should be listening on server socket.
To make sure whether server is listening on socket, try some command like
lsof -Pni

or similar
