since its only needed for the socket to be writeable for the apache user
and other files can have there own owner
or did we fix this already - i don't think so
but this may be not a show-stopper since its all the time like this for
0.9.2 and more or less like cosmetics but would increase security a bit
since apache won't have unnecessary (read/write) access to openca files
and configurations
