Good idea.

We need a really good definition for this to avoid trouble if someone is at holidays or has a busy time. Perhaps we should introduce a voluntary pausing if someone has no time for a defined period of time.

Decisson-Making: Point 3: 2/3 of 2/3 is equal 1/2 - so the second condition is redundant
4/9 is not equal to 1/2. Perhaps we should not allow minority votings.
License: I suggest moving to the LGPL as we have already done with the Docs. It would be nice if Max allows that his copyright is transfered to the board.
I would prefer LGPL too. If we handle the copyright like Linux then we would make several things much easier. Every Linux coder adds its personal copyright to the sources and the license is the (L)GPL. If a vendor violates the license then any single programmer can enforce the license. Additionally no programmer has a special position in the license which means that all programmers are equal and the code is protected for every time. This is a really nice idea for me.
Any other comments? BTW can you add your changes to the CVS if nobody oppose?
