The idea is interesting and I guess it is something easy to do. The only concern I have is the possibility of confusing the users when requiring too many packages to be installed separately. This would work for me. I have several admins which only need scep and sv. So a tools package would be really great for them. The additional advantage for me would be that I have only one package which includes all necessary tools. A completely splitted distribution is not necessary - at minimum for me. scep and sv are no daemons so it is not critical to install them both.
So I would prefer your first proposal.
