We thought about using only one apache for the RAServer and the Public.
If you don't want to use in this situation the RBAC-module you must do
the accesscontrol via the apache but new users don't have a certificate.
So you must be able to declare different levels of client verification.
This is only possible with mod_ssl actually if you want to declare this
for every directory.
So don't worry we have not the time to prepare a version where the
RAServer and the Public are running on the same server. So you can use
apache-ssl.
