The pre-0.8 snapshts including DBI. There is a configure option to
activate DBI. You must download additionally from the cvs the directory
openca-dbis/ and "perl Makefile; make; make install". I recommend you to
do the same thing with DBI (openca-dbi/).

P.S: short help:
CA: * you must setup a database and configure it via conf/DBI.conf
    * conf/ca.conf DBmodule DBI
RAServer and Public: 
  * same as on the CA but both must have the same DBI.conf (because they
use use the same database).
  * raserver.conf and public.conf DBmodule DBI
