If you only test or your policy doesn't require the explicit approval of
a request then you must not approve requests!

All pending and approved requests will be exported to the CA. If you
want to issue a certificate from a not approved request (status PENDING)
then you must do the following:

Requests --> Pending Requests --> click on the request --> issue the
certificate
