That did not change the outcome, but my workaround appears to be functioning
without a problem.

I also just tested the public interface and had the same problem, only this
time when the page was requesting the cgi is was looking for pub.  I looked,
no pub cgi, but there was a pki cgi.  copied that to pub and it works fine.
