FYI, I re-imported my certificates making the keys exportable, thereby
enabling full export of my cert and respective keys from IE.  This changed
nothing, and I am still seeing the same behavior.

Also, this behavior exists regardless of type of certificate being
requested.

I am also experiencing the same problem.  The CA Certificate is in my IE
browser, as are my CA/RA Operator Certificates and Private Keys.  I've
generated a server certificate request and have it in the queue for
approval.  When I attempt to "Approve and Sign Request" from the certificate
request data page (in the RA), nothing happens.  I too show no activity in
my Apache logs.

I have a CA Operator Certificate/Private Key and RA Operator
Certificate/Private Key pairs installed in Internet Explorer.  The CA
Certificate is stored in Internet Explorer and has appropriate trust levels
set (at least there is nothing indicating otherwise when I view the
certificate).  I can export each of the CA Operator and RA Operator
certificates, but not with their private keys, because upon import I marked
them as non-exportable.

1. Is the private key installed in the IE?

2. Is the CA-certificate installed in the IE?

3. Do you added trust to the CA?

4. Try to export keypair and certificate from the IE. Does it work?
