Thanks, the new structure of the permissions file helped. But after that,
the export of the pins failed. I could find the PINS in the the files but
 they were not exported. The batch processor created an empty file.
The other functions "generate keys", .. don't work too.

If the export of the PINs was ok what can the user do now?

Maybe that don't understand your idea of the RAO batchprocessor. I think it
should perform the following tasks generally:
1. Generate keys for the users described in the input file
2. protect the key with a generated pin
2. Create requests
3. approve and sign requests
4. deliver keys and certs
5. deliver pins

Why is user interaction needed?
