Apparently not. When I try to test the certificate, IE tells me to register capicom.dll.

Thinking this might be the problem, I've tried it from Mozilla, and it worked. :(

Seems like an IE problem Anyone using IE as a user browser? Which version?

PS - I googled and found some SDK related capicom. I'm installing it to check if the problem is solved.

If there is a typo in ra.conf then this can cause the scripts to crash but it doesn't mean that this must be the source of your problems.
