This is clearly a mysql error - you can of course use openca with the root account on mysq

1) Have you set the correct password in config.xml ?
2) Has the rrot-user sufficent rights to access the system from the ca-server ? try with the mysql command line "mysql -h <mysqlhost> -p" - use the same string as stated in the config.xml
