When I tried to initialize Database from CA interface I had this error:

OK, you obviously found the Initialization Dialog. Then you most
probably already clicked on "Initialize Database".
If you do not have any tables yet, the database initialization must
have failed, in which case you must have received an error message
from the system stating the cause of the problem.

We need the error message, otherwise we cannot help you.
