because the original developers who wrote config.in did not include appropriate checks, I suppose.

The required Perl modules are stated in the openca-guide.pdf documentation, chapter 3.1.1, table 3.1.

Thanks, i looked in the README and INSTALL files included
in the tar file.

How come the documentation at:
        http://www.openca.org/openca/docs/
is different than the one included in the .tar.gz ?
I prefer reading documentation in a browser rather than my terminal,
further more i would expect to find the latest documentation on the homepage of a project.
