I've been wondering that myself.  I'm guessing that it has little to do
with the technology and more to do with how strictly the certifier
verified the identity of the user, e.g., basic could be take their word
for it, medium we require personal presentation of credentials and high
we require third party corroboration, in person credentials and a pint
of blood.

However, I am completely guessing and would love to hear the real
