No, most people won't need it - I think, for there in-house usage-scenarios 
and can just disable it in the config section, like describe already in the 
thread.

LOA stands for Level of Assurance and it may be comparable to something like 
Level1-3 Certificates from some of the big PKI-Companies.

So basicaly the LOA tells the ca/ra how 'good'/'detailed' the checking 
procedures are that confirmed the identity of the user or whatever if is the 
usecase for the pki

each LOA should usually be assigned with an policy that describes the 
procedures, the key-lengths, validity times and achivable security/assurances 
of this assigned LOA.
