The LDAP server is telling you that the suffix you were trying to add content 
under does not exist, and it has no referrals for this suffix. Ensure that 
the suffix you have configured in OpenCA exists on your LDAP server, by 
running:

$ ldapsearch -x -s base -b o=ITB,c=ID

or similar.

$ ldapsearch -x -s base -b '' namingContexts

would also help to see which suffixes are configured on your LDAP server.
