He tried to issue another certificate using the same PKCS#10 or a new one signed with the same private key. It's a best practice to not permit this because it can be seen as if someone steal the key pair and try to obtain a certificate with different credential. The user must first revoke the other certificate and then proceed signing a new PKCS#10 with the same key pair or a new one.
