Hi,

I looked into that, and it is just a problem with the binary distros.
Indeed the ownership of the files is wrong - check that the directories:

 PREFIX/etc/openca/rbac
 PREFIX/etc/openca/openssl/openssl
 PREFIX/etc/openca/openssl/extfiles

and their contents are owned by the webserver user. This should solve
the problem.
