I believe you will want option zero in the config.xml file although, as
the file itself says, this is usually a very bad idea for production
systems.  From the data exchange section header:

<!-- there are several templates available today                    -->
<!--   0. no dataexchange configure - the default                   -->
<!--        this makes only sense for an all in one box             -->
<!--        it is strongly recommended to use this only for testing -->
