After turning on debug (after figuring out how), I see that the problem the problem is that openssl does not have the password for the ca key. The database restore command does not ask for it, and I can't remember if it should be stored somewhere. I've also tried copying my db (mysql) from 0.9.3 and then converting it with the command on the CA init db page, but that also fails with the same problem.
I need to migrate from the old machine, and cannot generate a new CA certificate, since I already have a large number of certificates in circulation. I nned to be able to migrate the old CA certificate.
