It's a little bit tricky.

There are to possibilities to solve the problem.

1. Take KDE2
----------
Sorry, this is not a joke. If you add a mirror of the KDE2-debianpackages to 
your sources.list of apt (/etc/apt/sources.list) then you can install openssl 
0.9.6 packages for potato (libssl096 etc.)! This should solve any problems 
with the versionnumbers.

2. Woody
-------
You can install without any problems openssl 0.9.6 from woody. It's declared 
unstable (like all woody packages) but until today I have no problems with 
the new packages. 
(so I use Debian 2.2 i386 + OpenSSL from Debian ?.? (woody) i386)
