Unless we have some very altruistic people here, you have no chance of
getting anyone to fly over unless you are willing to offer much more than
what you have suggested. You are asking for at least 3 months of someone's
time and realistically would be looking at paying them a minimum of 80,000 -
100,000 tax free income, plus all expenses. If that is totally out of your
ability, then you are in trouble.

I would suggest that you do the following:

1) Go to http://developer.netscape.com/docs/articles/howtos.html and have a
look at some of the articles there - that will give you some good basic
skills.
2) Place some messages at various bulletin boards of the major Universities:
you may get lucky and find a fairly competent Computer Science student that
wants some adventure in your neck of the woods.

If you meet certain criteria, you may be able to get assistance from various
international bodies such as the IMF, World Bank or a UN agency, however
they would not assist in a commercial enterprise of this nature unless you
can demonstrate real, clear and definite benefits to a disadvantaged local
community. Also, if you have any agreements with overseas banks (say as
Correspondent Banks), their IT divisions may be willing to help.
