I've never seen such a reader. And in my opinion this would make no sense. 
The OCF is polling the readers that are registered, that means the reader 
is asked for its status and sends it back. That way the OCF recognizes if a 
card is inserted.

If the reader would send a signal autonomous the OCF or the application 
would be forced to 'listen' to the communication port the entire time. So 
where's the benefit!?
