Outer CBC defines how to apply CBC in triple DES mode.
It is the de facto standard way of using CBC in triple
DES. You can use inner CBC which means that you make the
caining in each of the 3 triple DES steps wheras outer CBC
means chaning only on the output of a full triple DES block.

Have a look at Bruce Schneiers "Applied Cryptography" for
more info.
