I am not an expert in this, but I think you can do it in atleast one way without any 
overhead(software platform etc). You can send the formatted APDU as a SMS message. The 
content of this SMS has to be different from that of the conventional SMS. It should 
contain the header which says that this is not a typical SMS message but an embraced 
APDU. The module inside the SIM card should strip this header and process the APDU 
accordingly.
