Hi,
why don't we just put the voting stack and the file with the passwords
into private directories. There'd be no read/write access to the stack's
folder (only execute) and no read/write/execute access for the password
file. The stack can't be changed except by the Executive, and only the
stack can examine the password file.
Combine that with a confirmation e-mail ("you just voted for xy") and we
should have a means to prevent mis-use.
