OODL: Who Issues The License?

Hi OCers,

As I review the various license provisions and follow the accompanying
discussion, it seems to me there is one basic issue left unaddressed: what
legal entity will issue the OC license?  A group of individual
contributors, a non profit corporation, or ??.
