I imagine the people who wrote the packages. It'd be easiest that way. As
long as we all agree on one licence, I don't think it would be too much of
a problem.

The thing is that incorporating (that is, a NPO) is a legal hassle.

I guess a group of individuals could, too.

But, if you take the Linux model, he who writes the source issues the licence.
