FYI, I pursued this issue with Schlumberger and you can find the complete

In summary, there is apparently a problem with the card and reader
interaction for a card that only supports T0 since the Reflex 72 Reader
supports T0 & T1 and is a "smart" reader.  Here's the quote:
 
"We have reviewed some of the mechanisms at play here and come to the
conclusion that the card interaction with the reflex72 driver indicates that
t=0 OR t=1 is not possible at the card, as it does not support t=1.
Therefore error - as only t=0 supported (AND function needed for success!).
The reader is t=0 and t=1 cabable."

If the AND operator is needed for success this just seems incorrect to me, I
think the driver should be updated to handle the OR case correctly...

That's a neat work-around, but I don't want to make it so that _other_
readers don't work
I wonder if the Schlumberger guys can help on this.  I'll give it a shot and
see if I can get info from them on it.
