Yes, but I wanted to embed the OCF into _my_ Rose models.  I could make a
.cat file out of it and import it as a Unit into all my models.  This way, I
could reference the framework and have Rose understand it.

I wouldn't expect that any licensing agreement would disallow
reverse-engineering the code into a Rose Model!
