I think that this card is telling you very little:

3F Inverse data coding
2F TB1 present, followed by 15 historical bytes
00 TB1 telling you nothing (card does not use a separate programming voltage
supply)
80 Start of historical bytes
69 tag 46 (pre-issuing data), length 09

But there appear to be only 14 historical bytes, and the meaning of the last
3 is not obvious.

Maybe the card has never been personalised, maybe it is locked, or maybe the
module is not working properly.
