Are you guys using Winzip to unpack?
Unless yu turn off so-called smart CR/LF
it corrupts the tar archives by inserting
microsoft imposed characters
at the end of each line.

Get the bunzip2 from http://sourceware.cygnus.com/bzip2 and from dos prompt
unpack the archive

bunzip2 <name of tar.bz2 file> && tar xvf
