In order to use Rubbersheet I have to have the whole structure defined as a
number of points but if all I have is an image, how can I define certain
regions on that image to have a particular numerical value. I tried using
Pick but I can only select one line at any one time.

Any suggestions?

Rubbersheet distorts in z by the data value.  I think you can take
samples/programs/Topo.net (which applies Colorado elevation data to a tiff
of
Colorado from a satellite) and go from there.
