This problem is due to Hummingbird folks providing the X11 files in
Windows format, i.e. \r\n issue, if you are familiar with
it.  If you do a search on KnowledgeBase at http://www.hummingbird.com 
they mention a work around for it.  The workaround is basically editing
Windows Registry files to point to XKeysymDB and XErrorDB files
for Exceed.  Your keyboard mapping problems are because XkeysymDB file is
not read properly.

The Exceed issue.  Check Exceed Manual.  From XConfig tools you
can swap the keyboard mapping.

Those files were for Exceed 6.x.  Exceed 7 is very different then
Exceed 6.x, at least terms of where it keeps configuration files
and registry entries.
