Drape just does a replacement of colors for colors thus, your grids have to match perfectly. Use the Refine module to add more points to your topo map.

I have topography imported from a netcdf file with x and y coordinates
being longitude and latitude box: [124 33 0] [130 42 0].  I also have a
map of  the region in a tiff file.  What I want to do is rubbersheet the
image with the topo values.  I am trying to use the Drape macro to do this.

I scaled and transposed the tiff coordinates to match the topo
coordinate box.  I keep getting this error from Drape macro:

  Drape: Replace: Bad class: Object hierarchies don't match

I have know idea what that means and cannot find anything anywhere
to describe that error.

What is the replace module looking for?  The only example of using
the Drape macro that I can find is UsingDrape.net.  In this example
they are doing exactly what I want but they have a 200x200 image
to drape over a 200x200 topo.  I have a 601X901 image to drape
over a 61x91 topo.  Is that the problem?  Any solutions handy?

Any ideas would be helpful.  I kinda need an answer as quickly
as possible because my boss's boss is waiting for it.
