Have you tried the gis2dx converter from the Univ of Montana?
There is a beta version for shapefiles, which seems to work for about half
the shapefiles I just tested on. This is fairly old program available
for Windows from:

ftp://ftp.cs.umt.edu/pub/dx/GIS2DX/pc_version/ 

extract gis2dx.exe from the zip file.


I tried compiling the gis2dx source code on Linux awhile back, but can not
remember if I was successful. I will try to look and see if I was tonight
and if it works any better than the Windows version.
