The dx.exe program is a little dispatcher that invokes other .exe's. If you just type dx, it should start startupui.exe. It finds the other executables via the DXROOT and ARCH environment variables. Find startupui.exe. It should be in (dxroot)/bin_(arch). Set DXROOT and ARCH to (dxroot) and (arch) and try dx again.
