I do not think SGI OpenGL is available for True64 Alpha.  Maybe check
XFree86.org and you may find precompiled XFree86 for True64 Alpha.  I do not
know.  If it does exists, you can take OpenGL libraries and headers from it.
Otherwise you will need to compile Mesa yourself.
You need MOTIF and I believe it comes with True64.  Beside that it depends
what else you want to compile.  Literally you will need to compile all the
libraries yourself.  Check http://www.research.ibm.com/dx for what other
libraries are needed (like ImageMagic, CDF, HDF and NetCDF).

I do not have a True64 therefore I won't be able to answer any more
questions.
