I unless I misunderstand what you need, this should work either through the AutoAxes module or the Image tool dialog box. But it's an option that has to be selected (e.g., Expand in the module). You can select specific points along indvidual axes and the labels to be placed at each one. They can be entered manually but since they are lists they can be derived, imported, etc. and passed to the module.
