There is a way around this problem for most purposes, whatever causes it.

If, when you _first_ place a module on a diagram, you use the Edit->Input/Output Tabs->Reveal All Tabs, the module will get (sometimes) _very_ wide, with all tabs revealed. When you double-click on it to configure it, though, there will be plenty of space allocated for the tabs dialog. Then, you can size the window down to a reasonable size, and get a scroll bar which isn't pathologically short.

If you try this after the first time you double-click the object, the system has apparently already decided what size to make that area and won't change it, so if you think you want to see all the hidden stuff, it is quite important to do this first.

Well, for me the space does not shrink, but it does not get any larger.
(If I remember correctly.)  If there is just one item to begin with,
when requesting to see all the tabs the scroll area feels a bit strange.
A very squashed scroll bar and what appears to be just one choice.
A learned there were others by clicking on the up or down arrows to
move the selection step by step.
